Although the Indo-Pacific Partnership for Maritime Domain Awareness is being presented primarily as a tracking system to curb China’s illegal fishing, it can easily be applied to other activities, including military intelligence gathering.

To assume China is driven solely by claims to resources is to ignore both the historical vulnerability of the region – particularly to Western colonial powers – and the current strategic struggle with the US. Beijing’s desire to control the waters cannot be delinked from this broader context.
